Puzzle 7 Coded Clone Sudoku

The puzzle's rule contains a sentence 'Two cages with a dashed border are marked by the same letter if they contain the same digits'. Does it imply that two cages marked by different letters must contain at least one different digit?
To make it easier to understand,
(1) is it allowed to have digits 1-2-3 in cages marked with 'A's and also in cages marked with 'B's?
(2) is it allowed to have digits 1-2-3 in cages marked with 'A's and 2-1-3 in cages marked with 'B's?

Two cages marked by different letters may or may not contain any number of different digits. Or to clarify, both (1) and (2) are allowed.
