Battleships sudoku

Hi,

I don't know if it'll happen with the tournament's sudoku, but if there is no clue in a row/column, does it mean that:

1. There is no ship in that row/column (or will it be indicated by a 0?)
or
2. The sum of the digits occupied by ships can be any number in that row/column?

Unfortunately, Thomas hasn't answered here. But I'm sure there's nothing secret. In the competition puzzle clues for all rows and columns are given.

Thanks for the answer, I just wanted to be sure, as the case doesn't appear in the example puzzle.
