Last second

I know that the safety time buffer was removed, today I hit the response in the very last second... and received this answer:

Unfortunately, your answers have been sent after the time limit.
The definite time of receiving: 23:29:29 GMT+1 hour. The receiving was possible until 23:29:29 GMT+1 hour.

Have we lost one second of the competetion time? ;-)

Posting merely for fun - I'd expect it will start philosophical discussion whether "until" in the sentence is inclusive or exclusive. Especially when the "when" is not instant but covers a time frame of one second.

Similarly to "I'll be in the city until Friday." When do I travel in this case?
