Renban Sudoku clarification

In the renban sudoku description, it's stated that "Digits placed in each shaded region must form a consecutive, non-repeating set".

Does this mean that the set must not repeat i.e. there will be no two regions that contain the same set of digits or that the digits within each set are all different?
