Sudoku GP Round 4 point distribution

Hey I was a bit confused seeing my score for the 4th round of sudoku GP (China). Namely, the points granted for each puzzle differed completely from the instruction book. I know this affected all players but I'm curious for the decision making behind it. And was there a way we could have known this? For example, now I only scored 48.5% of the points while with the previous distribution I would have scored 52.8% of the points.
