Please note the last sentence in the rule: all possible circles are marked. That is, if there is no circle in the center of four digits, then these four digits cannot be placed in an increasing order going either clockwise or anticlockwise. If the two pairs were swapped, then R1C3, R1C2, R2C2, R2C3 would be increasing, which contradicts the fact that there isn't a black circle in the center of them.
